This is absolutelly misleading, not to say that it is a total lie. You would get impression from what this "well-informed" guy stated that the Laus is what Bronx used to be some decades ago. You are equaly safe in any part of the city, especially since you stated that you are serbophile and this is definitelly important criteria .

Banjaluka is not a big city and it makes almost no difference if you are staying in Borik, Starcevica, Laus, Center, Nova Varos or Obilicevo. Laus to Starcevica, for instance, (opposite parts of a city) is some 30-40 mins of walking distance.
